Why do cruise ships employ mostly foreign workers?

It is exploitation?
I think it's because of work ethic.
You aren't going to see some teenage kid from Louisiana polishing a garbage can on the lido deck with a smile on his face.

Nah, it's not that bad. Depends on the position.
Foreign workers are far more motivated, and take far less pay. They can actually support a family on the wages they make and send back home.

Part of the experience of going on a cruise ship is that feeling of luxury you get from having 3rd world people serve you.

They aren’t US flagged ships - probably registered in Panama, etc. Filipinos cheap to employ and friendly

when i went on a carnival cruise out of galveston in the fall, their was a couple of hot little serbian college aged girls tending bar. made it a lot easier to consume my 15 drink per diem.

Cheap labor, and 14 hours a day of work for 7 straight months. Can't do that in America.

Have you ever heard of the “Jones Act””? ( Wikipedia Link)
Read up on that and see if you want to pay your cruise ship custodian $60.00 per day or $700.00 per day.

Because this is their living quarters.
Almost all cruise employees sleep in these. Only the engineers & officers get their own room.
