Why do businesses only unlock one glass door, when they have two?

Why do businesses only unlock one door when they have two? This seems to happen at every single commercial place you go to. Gas stations, restaurants, the gym, office buildings, everywhere except Dillard’s (they always unlock every door).
It seems to me like this would be against some fire codes.

The double door was constructed for bringing in pallets full of goods to stock on shelves, not because they think foot traffic would be so great that they would need two way traffic.
But it does confuse people who abide by vehicle traffic rules and want to use the "right" lane.

We do this at my workplace and it’s infuriating. Years later, I still reach for the locked door sometimes. Years later, no one knows why one remains locked.

after the point of discovery, I rotate around and leave the business with the following question to employee, “You forgot to lock this door...”

It’s often against fire code to lock it also. It cuts the escape rate in half.
