Hawaii and Arizona are not breaking the law. Federal law allows states to not do daylight saving time (observe standard time year round).

However, federal law does not allow states to do daylight saving time year around.

“Eastern standard time” is not the name of the time zone. It’s the “Eastern Time Zone”. You’re either on eastern standard time or eastern daylight time. But not both.
