Why do black people dress like it's winter time in July?

I know this doesn't apply to all black people but I never see whites doing this. Almost every black person you see is wearing track pants at a minimum.
Yesterday I saw a mid 20s black young lady crossing Siegen around noon. You would have thought it was January if you didn't have any other info. Black sweat pants, hooded sweatshirt and a wool hat.
They have to be hot. I'm starting to think it's some kind of trend but I really have no idea. Is there a reason for this that I'm unaware of?
Update: Apparently it's not just black folks. It's a young people problem.

Wearing hoodies year around is pretty popular with the younger kids too. I'll never understand why. Makes me sweat looking at them.

Was walking through my neighborhood yesterday and a older white guy was wearing long pants and a jacket. My wife (no pics) was like "the frick is this dude doing?"

my friends sister had a boyfriend that came to a family crawfish boil in june wearing jeans and a black hoodie. we ridiculed him mercilessly for it. sweat was just beading off this kids head. we offered him money to take the thing off and he wouldn't. allegedly it was some kind of security blanket type thing for him.

When I think about it it is mostly the younger crowd. Maybe I just don't see as many white kids walking around. I start sweating after 2 minutes outside in jeans. I don't know how they do it.

My 13 year old does it all the time. A hoodie and shorts in July.
I wear the coolest clothes I can find during the summer.
