No it doesn’t. They are not human and are not treated as such.
The reason behind elevated criminal charge for attacking police dogs is blatantly obvious and rooted in pragmatism. K-9’s are a major asset to police departments, the elevated punishment for harming a police dog has zero to do with emotion or considering the dog a human. It’s that way to discourage people from immediately shooting or harming the K-9’s.
Not to mention that the dogs operate as a tool or proxy for the officer, hence their imputed status as law enforcement. Shooting a police drone will get you a similar, higher punishment than popping your neighbors drone.
