seems like rather than going into the slab they re-route via the attic, or so I am told

How old are the houses in Katy? Most of the Houston suburbs houses that big are fairly new.

we got quoted ~$9k to replace the copper piping with PVC in a house about the same size in Spring (also 2 stories; 2300 sq ft), built in the mid 80's

Also - if a pipe burst it might be covered under home owner's insurance sometimes. You've probably looked into that already.
