No, it just seems that way.
The sheriffs are are elected by Parish and charged with running the jail in that Parish.
Police Chiefs are in charge of their specific municipalities (cities).
In Orleans Parish, the city limits and parish limits are the same thing (I think).
In neighboring Jefferson Parish, for example, the JPSO runs the jail and is the main law enforcement agency.
Gretna is its own city in Jefferson Parish, so it has its own police chief.
Same for Kenner.
Metairie, on the other hand, is actually not a city, so JPSO patrols it.

OPSO runs the jail and has civil duties (none of which they carry out very well). NOPD serves in more of a police capacity, which consists of patrolling, etc.

Maybe they should just go ahead and license crime. You need a permit for that carjacking, sir. Robbery? Over $50? Let me see your permit. Assault & battery? Yeah, I got a permit for this. Ok, sir, beat away.

Depends where you are.
In Orleans parish the sheriffs office runs the prison and does things like police escorts and details. They don’t have much responsibility because as you can see they don’t do anything decent.
NOPD is the police force in Orleans parish.

Not really. Every incorporated city pretty much has its own police force.
Sheriffs police unincorporated areas and run the Parish jails basically everywhere.
Orleans just happens to be the only parish that is entirely incorporated, hence the Orleans Sheriff generally has no outside law enforcement duties.

Need Harry Lee to rise from the dead. He didn't put up with any bullshite. Called out thugs in neighborhoods in which they didn't belong. Unfortunately, stupid liberals and an ignorant voting base puts incompetent people in office. NOLA needs a hurricane douche to completely start over.
