Wouldn’t say the worst but to take anyone’s word that he didn’t have at times justified opposition would be foolish.

Teddy seriously isn’t a bad pick, he did a ton. McKinley was pretty underrated because of the tone he set for him to follow up on. Outside of Lincoln the 1800s were full of bad to mediocre presidents who were honestly seen as less powerful than Rockefeller, Morgan and the tycoons and Roosevelt brought certain respect and great executive leadership back to the White House and changed that.
