Who has been ripped off on Ebay and/or PayPal? Need some advice.

Bought an item on Ebay. Payed with PayPal. Item was $450 so this isn't some $9.95 deal I am chalking up as a loss.
It never arrived. I messaged the seller a couple of times with no answer.
Started a dispute with Ebay which included a mandatory waiting period for Seller to respond. Nothing until the day before the mandatory waiting period ended and then I got a "this was an old listing, wait while I address this with Ebay and try to get your money back" message from the seller. No further information or status from the Seller. I found it suspicious that he didn't respond until the last day, it seems as if he is just putting me off to see if I go away.
Obviously there is a window after which I can't dispute the purchase.
Because I don't want to try and read and interpret the 900 pages of User Agreements from Ebay and PayPal, I ask the following question.
Should I dispute the purchase with Ebay?
Should I dispute the purchase through PayPal?
Both? One before the other? (Somewhere I saw someone say that if you dispute with anyone other than PayPal that they won't process a dispute.)
Not sure how to proceed and would appreciate some OT assistance.

EBay will side with you. Just keep escalating the case. Don't brush it off.

I ordered some protein shakes a few weeks ago off Ebay. Get an email stating it had been delivered so I went to the mailbox. They weren't there. I flag down the USPS driver and he finds out they weren't even on his route, but a different one. Had to call the 1-800 number for USPS and they confirmed the idiot seller put the wrong address on the box, but legally they couldn't tell me the address it was delivered to.
Ask for a refund or replacement through Ebay and the seller replies with "The package has been delivered." Ebay closes the case.
Dispute the purchase with PayPay and get refunded within a day.

I got ripped by about $500 the same way 20 years ago. Absolutely file an eBay dispute. Don’t get crazy if they’re not fighting it. Be patient and eBay will return the money. After you get your money, then you can try to find out who they are and contact authorities. It’ll likely be some 10 year old trying to get money for Roblox.

I got burned for $3,500 on eBay about 20 years ago. PayPal quickly paid back $1,000 and the FBI ended up getting involved on the rest.
Wrote down the loss in taxes, but it still stings. Lesson learned.

Here's my eBay-related experience/advice:
Buy through them as they'll stand up when the listed storefront won't.
I had the USPS deliver a $1,000 coin that I had bought to the wrong address and the company that I bought it from refused to refund or replace the item. It was bought by me on eBay from Apmex, a huge bullion & coin dealer.
I got the required police statement USPS statements and had notified Apmex and eBay immediately.
Apmex told me to pound sand.
I told eBay what Apmex's ruling was and they (eBay) made me whole by refunding my entire amount.

Ebay seller here. Unless it's showing as "Delivered" under the tracking, you will get your money back. Ebay always sides with the buyer when tracking either doesn't exist or drops off like the item is lost.

I just sold a roti maker for $500 with shipping it was close to $680.
The post office ruined it in shipping.
I had to refund the buyer, now have a broken machine and I had to pay for the shipping toget it back.
So I spent $120 to get my machine broken.
I learned not to ship 50 pound appliances in the mail.

You'll be getting your money back from Ebay. It may take a week or so, but it'll be coming. Keep escalating the case when you get the emails about doing so.

eBay will make the seller prove they shipped it and to your address. It’s done by the parcel delivery company’s tracking information. They can’t provide that? They didn’t deliver it.
I ordered a computer chair from eBay once. I tracked it and it was delivered somewhere in Georgia. I first thought they gave me the wrong tracking number and messaged the seller. Nothing.
Then disputed with eBay and they eventually agreed with me. Full refund.
Meanwhile… someone in Georgia had a brand new computer chair show up to their door for free and out of the blue.
