This is correct.
The rest would just be filling out the other 3 spots for a top 5 list of the "strongest" (which is subjective) nations. But to have Germany at 3 and France not on there makes this a terrible take.

Britain held on to some of theirs a bit longer, but the ball started rolling in the 60's. Their power came from riding on the coat tails of the United States.

Britain and France are more powerful than Russia. They don't spend as much as the Russians do on their military (though the gap isn't big), but they are economically and culturally far more powerful countries.
If you have Germany on this list, then Japan needs to be as well.

Outside of military or economic power, I look at which countries could maintain normal life if forced to go it alone, while still being able to project its power on the rest of the world. As of now the only country that can do that is the US.
