Haven't looked at the application process but have seen some interviews with the guy. He actually states that you have to in touch with your European heritage. So, the applicants with Spaniard spouses should actually be considered.
Unless the application actually states "white only"

I've been all over Europe. The Spaniards are indeed as white as central Europeans and a hell of a lot better looking.
