Allow me to explain what's going on.
The pound just needs anyone to take any pet. Don't care who, just get it out so I can make room for more .

The adoption places take time and effort. Lots of it. And pour it into the animals in their care. They don't want to spend all that effort only to have some loser adopt a pet that they begin neglecting a few weeks later.

You've got to understand about local pet related charity organizations. Whereas some organizations, such as the American cancer Society, probably deep down don't want to eliminate cancer for it would dissolve their machine, a local pet group would love nothing more than to NOT have to run a pet rescue group.
And by trying to reach this goal, they want to properly vet the applicants to make sure that the pets will truly end up in a loving home.

Companion Animal Alliance (CAA) has $10 adoption fees on Tuesdays. They are on the same street as Alex Box stadium. Lots of great mutts. They sometimes have purebreds too.

Dante's Hope. Adoption days every Saturday at Pet Smart, but sometimes you can contact the foster parents and try out the pet for two weeks before finalizing. $250 for adoption, up to date shots, and spay/neuter.

Nothing but good things to say about Dante's Hope.

Those dogs are already in foster care—not saying they aren’t worth looking at, but the ones at CAA are at euthanasia risk still

I think Petsmart usually has a thing on the weekend where dogs are brought there for adoption.

But they question the shite out of you. I tried to adopt a cat from there years ago. Every time they start cutting can we get mice so I wanted to get a cat to help with the mice (I use poison now and that works better anyway). I was asked why I wanted the cat, I told them because mice comes around when they start cutting can.. And before I could finish they denied me. They said the cat should be a companion not a tool...

Bait dogs, Haitians, etc...

I joke about the paperwork for my dog; I've filled out less stuff to buy a house.
