Don't live somewhere that has rent houses.
Is it the activity you see going on over there or do they have any impact on you? (like making noises all hours of the night and you can't get any sleep).
You don't know for sure if its drugs. Someone could be dropping off dirty clothes then picking up the clean clothes. The people with backpacks might just be their weed guy. If they don't bother you then just ignore it.
Go talk to them. They might not know anyone around them so they don't give a frick how they keep up their shite. Establish some type of relationship and they might be more likely to make their place at least look decent.

I would mind my own business. If they are dealing and get arrested they will definitely get with the suppliers that they know and try to figure out how they were busted. If the suppliers didn't snitch then they would start looking at residents in the neighborhood. If they figure out who the snitch was then you will be minus a family in the neighborhood. The drug dealing neighbors won't do the killing but the dealers have guys who know how to get rid of a snitch without getting caught. If you see your neighbors outside be polite and tell them hello and smile while you are being polite. Never, ever engage in a long conversation with them. Just be polite and tell them hello and leave it at that. If they get busted the first neighbors that they will be looking at are the ones who have had long conversations with them. Just mind your own business. I sure in the hell wouldn't put a camera on my house. If you do, then you'll be one of the first ones they will go after.

I already had two cameras on the driveway that is closest to their house. I’m not taking them down.

post "video surveillance" signs at each corner of your lot by the street. actually put cameras up. send video to police.

You can call in a tip to local pd. Based on what you've seen they will likely take your call seriously. If there's a narcotics division(is this a city or rural hood) they'll take the information you have and set up and stage a traffic stop on a vehicle leaving the house. They may also simply show up and ask questions "based on a tip" and hope they smell or see drugs.
Happens ALL the time all over the country.

Get the neighbors to put cameras on their houses as well, movement activated cameras also.
Maybe there's a nice policeman who needs to rent a room and who works days and has a patrol car to park out front at night.
Tell some local thugs that drugs might be free for the taking off of some backpack carrying late night characters.
