Research codes/ordinances for your city/county/parish. Someone may be in violation of failing to restrain their pet.

We are new to the area so don’t know all the neighbors yet. I have a suspicion he’s from this house that has a lot of junk on the lawn a few streets over

Hell, claim him on your taxes.

Put out extra food. It's not expensive.

Call animal control. A dog wandering alone in a neighborhood is a nuisance.

We have “adopted” some outside cats.
Hard to have empathy when your cats are almost certainly wreaking havoc on your neighbors' yards, flower beds, and wildlife.

Plot Twist: OP calls animal control about the dog, they nab the stray cats....

youre leaving food outside? Every pet and animal in the neighborhood will come by. Here is an idea: cats can climb, so maybe put the food out of reach of the doggos.

Cats like antifreeze too.
The cat lovers who let their "outside" cats, aka feral cats, roam and destroy wildlife to the point where they're linked to the extinction of 30-65+ species while spreading their disease to the point where it's so abundant that it has become a constant in our ecology don't like hearing the truth:
Keep your cats inside. Problem solved.

Shoot it. It's harassing your livestock. Don't have any? It killed your chickens.
quote:
§2654. Right to kill dog harassing livestock
Any person finding any dog not on the premises of its owner, harborer, or possessor, which is harassing, wounding, or killing livestock, may, at the time of finding the dog, kill him, and the owner shall not be able to sustain any action for damages against the person killing the dog.
