Call Animal Control like others have suggested.
It is not this Dogs fault that its eating the food. It's the owners.

Research codes/ordinances for your city/county/parish. Someone may be in violation of failing to restrain their pet.

youre leaving food outside? Every pet and animal in the neighborhood will come by. Here is an idea: cats can climb, so maybe put the food out of reach of the doggos.
