We usually don't let faucets drip until it starts getting into the teens or colder up here.
I will say that when it does get to that point, people always forget to open up sink cabinets/bathroom cabinets to allow warmer air to circulate around those pipes.

It is more a duration of freeze vs a temp thing.

I have a flat rate water bill, with a different line feeding the garage. I started dipping the garage sink last weekend. It’ll stay on until at least.

Sorry if already posted, but I also leave cabinet doors under sinks and at outside walls open. Room air helps keep those outside pipes there kind of warm too.

When I moved to Pennsylvania in 1998...I was confused because it was much colder up there than down here.
But with basements the pipes are buried deeper and its usually NOT a problem.
To answer the question...any time it gets below freezing...And I am gonna do the dishwasher trick before I go to bed.

I do my outdoor faucets if hard freeze and only drip anything inside if we lose power.

Low 20’s even though I don’t have any plumbing on an outside wall. I wrap the pipes to the sink in the garage but will drip it also.

In Memphis and it gets sub zero at least once a year, had a pipe bust at road once and had a pipe bust in wall for exterior faucet...the wall the faucet was on is in a closet with no circulation...now just leave that door open

Wyoming had multiple below zero days during the year. Never dripped a faucet ever. And we had a basement.

You would have to have indoor plumbing first.
