Below 20, usually. We probably don't need to because houses here are built to withstand it, but I do run a oil-filled radiator overnight in the basement in the winter

It is more to do with how long it stays below freezing and what your house setup is.
It regularly dips into the 20s where I am, but doesn't stay below freezing for long. When the hours below freezing start to pile up, I will drip the faucets.
If your home is elevated, pier-and-beam, etc....just a few hours below freezing, especially if it is accompanied by a north wind, can cause problems.
FYI: you don't need to drip it during the day if you are home doing normal, daily things like washing hands, showers, etc.

Never! I live in East TN and homes are usually built to stand low temperatures for long periods of time. If we lose power a long period, then it becomes a problem.
I wouldn't build a home, especially in the deep south that was prone to freezing. Its too simple to prevent it during construction.

It’s not “how low” as much as “how long” but 20’s trigger me.

Raised house, exposed pipes.
I just finished wrapping some of my exposed piping and used a 72 foot sheet of roof felt to block the wind coming though the north side of the house. I even bought some PVC and CPVC plugs and barrels if one decides to break.
And just like that the forecasted 22 is now 27.
Now forecasted not as cold in my slice of heaven in South Louisiana.
