Anything that isn’t rice / beans / fruits / vegetables should be banned.

It's more about what foods should be allowed with food stamps.
Food stamps should be limited like WIC was.
Bread, milk, oatmeal, beans, rice, tuna, frozen vegetables.
Cheap and nutritious. If you're going to get a free handout it doesnt need to be your choice of a tasty meal.
