What is your opinion on DBE programs?

I find discriminatory programs such as these extremely frustrating. In a time when, we as a society are trying to end discrimination, these types of programs contradict that message and set us back in achieving that goal.
DBE requirements for local, state, and Federal contracts, in many cases lower the quality and efficiency of the work being done, by not choosing the most qualified firm, thereby negatively affecting everybody.
These policies are also a breeding ground for corruption. There are many ways to become a DBE (Like putting the company in your wifes name) that are against the spirit of the policy. In many cases, a qualified company is forced to simply pay a percentage to a DBE company, to include them on the contract, even they are not qualified to do any of the actual work. Louisiana is among many states that are rife with this type of corruption.
It is time to end DBE programs. Tax payers deserve better.

They're awful. Often times work goes to under-qualified contractors at high premiums, and they usually require more overhead to manage.
When I was in highway/heavy civil we had rodbusters that switched company names mid project because they exceeded the income for the year to be a DBE.
Another DBE/Minority "partner" on a vertical project I was on had a made up scope we paid him for and all he provided was some day laborers to clean up the site. But he made some serious cash on that job, and we met the requirements for the contract.
Often times in my experience there's DBE company's that really only meet the requirements on paper.
ETA: there were often more qualified and cheaper proposals I got that I couldn't use in my bids because it was pretty much policy that easy flatwork, sodding, and rebar all went to DBE's so we could meet our minimums.

The owners (usually public) who push DBE requirements want the participation but don't want to pay the premium to make it work. So you're chasing hard dollar jobs, trying to get low, while trying to make the DBE numbers work when you know there aren't qualified contractors in the first place.
It's a sham that everyone is in on.

im a consultant in Houston that has some projects that requires the use of DBE subs. It is the biggest crock of fricking shite I have ever encountered. I just shake my head.

It's a scam.
On the construction end there are larger companies who shore up and bond the DBE and get them to write the contract and then provide "Construction Management Services" by providing all of the material and labor and billing as a sub to the DBE.
All this does is raise the price of the work but who cares it's government money right?
It's a screwed up system and an artifact of the ole democratic standby that campaigns that everyone has the same chance and even in business everything is "fair".

Ive had to solicit a DBE (to assume Prime) to provide "Quality Control" for 20% of a contract.
The extent to which they were able to help was to offer laborers to assist our Engineers in the field.

They are horrible. I have been in the highway business for 10 years and I think there may be two that are still in business since I started back in 2006. They will start up a company on paper, use someone's name in the promise of some return and run the schitt into the ground. I was forced to use one a few years back and I had to do all of his pay applications because he was too stupid to figure it out. Why did I do them you ask? Because if we did not pay a $5,000 subcontract on a $30,000,000 job, we would not be paid from the state.
Oh and the NOLA airport expansion required a 35% DBE requirement. Get ready for that schitt show.

recommended use of DBE's is okay, requiring their use is absolute bullshite.
