Incentive based programs are needed for homeless people who truly want to get off the street.
I’m not sure what you can do about people who have no interest in improving their lives and are content with being homeless and on drugs all the time.

I’m a capitalist, but this is a cold take. It’s no better than a communist saying everyone would be wealthy under communism. Both are idealistic lies.
We don’t live in a capitalist country anymore regardless. The pandemic provided that. We’re in a pseudo-capitalist state where those in power scream “Free markets!” when it benefits them and scream “Socialism!” when that benefits them.
The government forced people to shop from the largest technology companies and supermarkets for a whole year based on speculative science at best.

Depends on why they are homeless.
Youth who have aged out of foster care need transitional housing and life skills training while they work to get on their feet. A lot of younger homeless people fall into this category.

If this hasn't happened already it never will. There has to be others, with power, other than the cartels, who profit from the impact the cartels have in this country.
As big of an impact as the cartels have on this country, I have a hard time believing that with a president of Mexico who wants to clean up the corruption and get rid of the influence cartels have, that Mexico and the US could not work together to come up with a plan to take out these cartels.
And there are people in South American countries who are wanting to get into this country because when their kids get to be a certain age they pretty much have two options. Work for a cartel or get killed. So the US should have interest in eliminating cartels because not only is that where the majority of the drugs are coming from, its part of the "border crisis".
We spent 20 years in the middle east. After 9/11 the goal should have been taking out Al-Qaeda including killing Bin Laden. That's it.
With the negative impact cartels continuously have on this country, you telling me there is nothing that can be done to eliminate the problem? We have no problem going into other countries and doing what we want... So who else gains with the existence of cartels?
With that said, when it comes to homelessness, I every city needs to have a "homeless village" of some sort. It would be an area that has a bunch of single living quarters. It will have the very basics. A place to lay down and something to cover their head. It would have community showers, bathrooms and when people want to donate to the homeless, you bring it to whatever organization that runs this village.
With a place for homeless to go the police can start being more aggressive enforcing laws. Arrest anyone soliciting money, arrest anyone sleeping in public areas.
It sucks because most of them have mental illness, etc but you have to keep them under raps for the overall best interest of cities.

And likewise depends on the meaning of “solution”
The OP wasn’t smart enough to define the goal he’s trying to achieve. If it’s zero homelessness- that’s not happening. If it’s reducing it… well, you mention an important segment, there’s also drugs, mental health. And the reality that once you are there it’s hard as hell to get out if you don’t have some sort of family support. There are plenty of homeless that are out there by choice due to the mental health issues so unless you are institutionalizing those it becomes a matter of what level is ok not eliminating it.
