What is the reasoning behind these rogue judges letting criminals free?

I was watching New Orleans Homicide and one of the cases was a shooting on Bourbon that resulted in the murder of Christopher Oates.
Oates was a 39 year old visiting the city with his family. Dude was just walking down bourbon looking at his phone and was hit twice in the head.
The video of the suspect pulling the weapon and committing the crime is as clear as fricking day. I tried looking up an update on the case, and to my dismay it turns out Judge Nandi Campbell not only reduced bail for Mia Lindsey but allowed her to return to Mississippi and serve 24/7 HOME incarceration until trial.
This is a person who killed an innocent man for nothing, fled to Mississippi and was unremorseful when caught. The judge even went against the DAs recommendations of an ankle monitor and higher bail.
What the frick is the motivation of these judges? time and time again we are seeing lenient judges as the reason for repeat offenders causing more harm to society. what is the end game?

They are not rogue judges.
They were placed there by liberal politicians to do one thing:

It's a belief that the presumption of innocence is a legitimate thing and understanding that the primary point of bail is to ensure the defendant makes his/her court date.
Now, when you have leniency on defendants who have missed multiple dates without just cause? Yeah that's a major problem.
