Most of the people who cover high school sports in Northeast Louisiana use the hashtag #NELAPreps when they are giving scoring updates on Twitter. If you want to know a score for a game in the area, you can type that into the search function, and get them. Same for #NOLAPreps, #LSUFootball or #Saints.
When there's a natural disaster, a school shooting, or anything you want to find out about quickly, you can type in the city where it happened, and like Google, it will fill in hashtags for the event.
You can find people that cover things you want to follow, by doing this too.
Twitter can be a good way to get specialized information, but like other social media platforms, it's not a great place to get all of your information.

Fun fact: The guy that "invented" the hashtag for Twitter got $0 for the idea. The entire thing stems from one simple thing, Twitter had no idea how to categorize tweets. The hashtag allowed them to do this at no cost.

Hashtags work on Facebook too, but they mostly show up because while posting on Instagram (which heavily uses hashtags like Twitter) there's an option to post it on Facebook too. The caption will be copied exactly so the hashtags follow.

Speaking of ignorance, he asked what do they mean or do, not how they end up on various social media platforms. The hashtag is used for metadata grouping. With the current technology in data science, they aren't even necessary.
