Atlanta? No. First of all, Sherman burned much of it, so it's a postbellum city. And it would be nice if the city was at least "Southern" at this point. The Margaret Mitchell days of Atlanta are long gone; it's now a huge metropolis full of yankee and midwestern transplants, and that's without even getting into the international population. The last time I was in Atlanta, most of the people I encountered were into soccer and honestly I felt like I was in Seattle. I have nothing against these things or demographics, but they are not Southern.
Richmond would have been a good candidate a long time ago, but now VA is a blue state going for the likes of Hillary Clinton. Credit Richmond for not having taken down Monument Avenue...yet.
As far as cities with sophistication, size, and Southern refinement, it's a NOLA or Charleston tossup. If NOLA still had the monuments up, it would be No. 1 with a Whistling Dick shell.

I agree but going through the airport recently I saw a sign that stated Houston was the capital of the south. I laughed.
If I had to build a Capital building, I’d put it in Charleston,SC. Lots of southern history there. And let’s face it, there is no capital of the south so since this is a made up scenario, might as well put it in a tourist destination so visitors can learn about the heritage.

Maybe what it needs is an NHL team to complete its image of phony-arse "world class city".
