Nothing. Unless you put them in a psych ward.

Better access to mental health care facilities. Many homeless folks suffer from severe mental health issues and we have a huge, huge lack of affordable inpatient facilities in this country.

Arrest, send to state psychiatric hospital, treat for addiction. Third arrest automatic 2-year sentence to prison farm.

You have a lot of people who are living far enough above the poverty line to not receive government assistance but are a major health issue or emergency away from being on the street. Temporary assistance would be good for them until they get back on their feet though.

It’s a catch 22 really. They are homeless mostly due to mental health or drug addiction.
In centuries past, there were psych wards and entire islands designated to house these types of folks. Downside is that they also housed people who were wrongfully forced to live there and to terrible humanitarian atrocities.

I actually agree with rouge that there has to be some kind of forced behavior adjustment - not arresting for being homeless but arrest for multiple nuisance citations (loitering, begging, public urination, etc).
The key is having quality rehab/psych wards with talented and empathetic therapists, nurses, and doctors treating and helping them get their minds and bodies right for re-acclimation to society.
I feel for these people but they are an incredible drain on society and nobody seems to be actually talking about it or doing anything about it.

Internment camps out in the desert with all of the free booze and drugs they want. Let them drink and drug themselves to death. They die happy, we are rid of the problem.
