The obstacles to expansion are most certainly a factor in adding additional runways and becoming an airport that can compete directly with MSY and attract more carriers and flights.
The status of the length of one individual runway is not what I am referring to.

BTR is very convenient. I see no reason to fly out of MSY if I have to make a connection.
I only go to MSY if there is a non-stop available.

I used to travel about 20 weeks per year and used BTR 75% of the time. If there wasn't a direct flight from MSY (often the case) there was no reason for me to drive the extra 90 minutes round trip. Also, the parking is more expensive and the security lines are longer.

Why does it need a new runway? Why does it need to compete with MSY? BTR needs 3-4 new non-stop flights and eventually discount airline service....but that won't require new runways.

This is 100% correct. Baton Rouge is a convenient, affordable, clean airport. It does need more connections to more domestic hubs, but it does not need to be a major focus city with numerous international flights.
For the benefit of the entire region, that effort to obtain major international service and possibly hub operations is better spent on MSY. .
Both airports would benefit if airline consolidation stopped occurring. So would Memphis, Jackson, Little Rock, and Birmingham.

I chose to fly from MSY for one reason. When I am stuck somewhere the options to get back are exponentially higher. I fly delta so to go to/from BTR means I MUST go through ATL. However, with MSY and anywear around the Mississippi or east I can go through Atlanta, Detroit, MSP, or NYC. My options to get home are fantastic.

Delta has been consolidating flights into ATL for a long time. I don't like flying through ATL if I can help it. I'd like to see another Delta hub in Austin or for them to re-start operations in Memphis.

To better serve the BR population and eliminate the need to drive to NO at all.
To attract popular carriers like Southwest and others.
To offer more nonstop flights and more flights in general at better times.
But it doesn’t matter the land issues are hopeless.
I fly out of BR when it makes sense. When MSY has the better flight options I fly from there.

Correct. The airport has three runways. Only 2 of them are used for commercial traffic.
Runway 22R can be expanded another 1,000 feet. They've already re-routed Plank on that end of the field. I have no idea why they'd ever need to expand that runway. It's already 7,500 feet in length.
13 is 7,000 feet, which itself is more than adequate. They are re-aligning Plank at the end of that runway to meet new federal guidelines on runway protection zones for safety. They don't need or intend to expand that runway either.

The BR Airport would give anything to add runways in a different direction. The tens of millions they have spent in realignments and noise mitigation alone would be saved if they could expand in a different direction than toward Plank road.
It is my understanding the newest Plank realignment is needed so they can eliminate the current arresting system which is very costly to maintain and has no redundancy if damaged (arresting pit) and was a stopgap measure at the last realignment to meet the runway guidelines.

None of this requires a new runway. BTR's 2 main commercial runways are more than adequate to handle substantially more traffic and much larger aircraft without ever requiring expansion.
The potential issue at BTR is the number of gates. When Southwest Airlines adds new cities, they usually come in with at least 2-3 destinations and require at least 2 gates. Luckily, BTR could easily add up to 4 new gates without re-configuring the terminal simply by extending the B concourse.
There's also ample space for additional parking if it were needed.

DCA and LGA have 2 commercial runways. Which cross each other. So adding more runways to meet demand isn’t an issue.
And they have ample room to the north, south, and east of the current terminal to add additional gates, ticket counters, etc.
There’s also a good 20+ acres between the current parking garage/lot to Veterans to add additional parking.
So I’m not sure what you’re talking about.

I think they need to continue to push for larger jets by the existing airlines with some frequency/new hub flights and minor amenity upgrades. The issue with BTR will be how close MSY is to BR.
It’s an anonomly that doesn’t really exist elsewhere. Most metros the size of BR are further away from one like NOLA.
Lehigh Valley, PA is really the only thing that compares with PHL being adjacent. And ABE is a comparable airport to BTR. They have a few more hub destinations but due to the shorter distance to them.

There are a lot of airports that are 30-45 minutes from the city itself. I seem to remember Pittsburgh's airport being like this.

Correct. But BR is large enough on its own to handle the traffic it does.
It would be the largest MSA in the country without an airport by a good 300k. Youngstown, OH is the largest last I looked. And it’s sandwiched right between PIT and CLE.

With an improving economy, new discount carriers are a good long term goal.
Short term, they have a really good shot of seeing United and American expand their existing service to new cities in the Midwest and Mid-Atlantic.

Yeah I was merely stating that airports are often a ways outside of the cities they service so it is a bit unusual to have MSY so close to another decent sized metro

Gotcha. Yeah, in the larger cities it’s nothing for people to travel 1+ hour to an airport.
When I lived in DC proper and couldn’t get the flight I wanted from DCA it was an hour minimum to IAD or BWI.
If MSY was, say, on the Westbank in a location like Harvey I’d guess you’d have more demand for BTR as that’s another 30 minutes added to the trip.
