Containment was never the goal. It was always to slow down the spread to not overwhelm health care resources and keep as many elderly/pre existing condition patients from dying
It was assholes like many of the posters here on this board that said it was a complete overreaction. Just imagine how shitty of a situation we would be in if leaders had this same mentality

Controlling the spread is considered containment. We couldn’t just put a bubble over the US and not let anyone in. Logistically impossible to keep the doors closed to all.

Nothing. We couldn't have done anything in February that would have been effective in containing the virus.
The blame falls squarely on the disgusting Chinese and their selfish culture/government which hid and/or understated the disease from the world for three months. By the time our government was made aware, the virus was already here and spreading.
