I met someone in Argentina named Hilter. Not the same thing but pretty close I guess .

Stalin is a nom de guerre, no? Probably not a common surname if it is one at all. Might get it with Jughashvili, but you don't run into too many people with that name in the West.

Castro is way too common and there have been many famous people both before and since with that surname. I don't think many people with the name Smith or Johnson would change their names even if a genocidal dictator arose with that name somewhere.

This is a common mistake. Hitler actually visited the town he was born in (Braunau am Inn in Austria) and looked up his birth records at the town's hospital. He found out who his grandfather was and that his grandfather was jewish. After learning this, he had the hospital burned to the ground so that no one could prove that he was part jewish.
