You have some lofty expectations for a online message board.

I have never understood why they don't make TOPS help keep Louisiana's brightest students IN Louisiana. Why not change tops to something like for every year you take TOPS you must work IN Louisiana for 1 year, if you take TOPS and life takes you elsewhere no problem, it becomes a loan that must be paid back at the same rate as Federal Student loans at that time.
Seems straight forward to me?

Should just make it a 3.0 and be done with it.
If you can't make a b average n freaking high school, you aren't even trying.

I got a 31 ACT and didn't get squat for scholarships.

It heavily depends on the schools you apply for and if they are selective in allowing you to pick certain majors (ie limited slots for candidates).

It would be nice to know the percentage of kids who make certain scores on the ACT in Louisiana. I know my daughter was invited to LSU "spring Invitational" for kids they were attempting to recruit. I think 27 was the ACT score for that, and the kids were allowed to register early and choose classes, dorms, roommates, meet with dept heads, decide on majors etc. so maybe LSU sees 27 as the score they want more than 30. Maybe in combination with a certain GPA. Which seems reasonable. It also seems like the Math Dept might want a kid who made a 35 on the math portion and not care that he made a 23 on the English portion or made C's in Junior year English literature.

The thing in the spring was called spring testing. You go there for a tour and whatnot, and it is an opportunity to see if you can test out of things. It's just a bunch of scantron tests IIRC

If I remember correctly it was around 3. Maybe a shade under/over.

Yeah, I think she comes in with 12 hours or something. My daughter was able to schedule classes also, ahead of the rest of the class. So they do that too.

Well than nixed your good ACT score. And I'm with you, I was under a 3.0 in hs and college. Lazy bum.
If you had a high gpa with a 31 ACT you would definitely have gotten some offers.

They would have been correct at the time.
Have a bunch of student loans and a degree from UAB to show for it

Whomever came up with 30 as the target number must have never taken it or gone to college themselves. That is way too high and as people have said, the kids scoring a 30 are going to have scholarships anyway. Put it in the 24 range and raise the GPA requirement.
One big thing is to require students who do not graduate college within a certain amount of time to pay back TOPS. It should be a loan that is forgiven upon graduation. Too many kids get TOPS and go party and then leave school in a year or two.

When I started LSU in fall of 2006, I was coming from Mississippi, so I was out of state. I realize how bad and expensive tuition is now compared to even then, but I made a 29 and I had a full ride even being out of state. I think I still netted 2 grand a semester in scholarship money into my bank account. Had I been in-state, and worked a little harder to get that 30, I could have likely pocketed thousands a semester to go to LSU. As someone pointed out, a person who makes a 30 on their ACT will basically have a full ride at LSU without TOPS.
I worked in the recruiting office in college. You got all this because you were out of state. They give out scholarships to OOS students with as low as a 26 on the ACT. In-state students can't even qualify for one without at least a 30. Departmental scholarships have different requirements, but university-level, they have higher standards for in-state students to get any money. Pretty much because they can. Because TOPS.
