I went to a public school in a small town (good schools, but still) and made a 31, twice.
I went to Mississippi State on a full ride. LSU offered me about a 1/3 scholarship, in the pre-TOPS days.

I got a 33 on the ACT. Yes, that's in the top 1%. I should have been offered a full ride to most colleges. Alabama and other out of state schools offered me a full ride, tuition + room and board + a stipend. LSU only offered me TOPS and a $1000 per year scholarship. FWIW, that basically covered tuition, the several hundred dollars in fees, and books for both semesters. That's with the highest level of TOPS too. We don't offer enough to in state students that are high achieving academically, hence why we lose so many to other out of state schools
Edit: i went to LSU because I loved the school from growing up in BR, and I couldnt see myself anywhere else, even when the money would have been better elsewhere. But it sucks I had to take a worse financial situation to go to the school I grew up loving

that's what TOPS was originally proposed to do

I made a 23 on my ACT, received TOPS, graduated from a 4 year university and am doing well for myself because of the education.
Not to mention, anyone making a 30 likely isn't utilizing TOPS anyway.

28 or 29 ACT does not get you a full ride, or even full tuition at LSU's competition. It will get you 1/2 to 3/4 off the tuition, though you still have room, board and fees. A 30 will get you full tuition at Alabama if you are in state. Perhaps they were using Alabama as a guide. But most other schools with merit aid programs employ a staggered approach to awards. That would make sense in LA, but then they probably could not have afforded to include the need based component.

A 30 is not that special anymore. It will get you scholarships to schools similar to LSU or small regional colleges. TOPS was meant to keep those students in Louisiana.
