TOPS should only pay for a students college education if that student graduates. We waste millions on kids who want to "try" college and flunk out after a year. Only pay for the students who graduate in certain degrees and with a certain GPA. If you get a liberal arts degree, then TOPS wont pay. One way to keep jobs here in Louisiana would be to pay 100% for degrees in jobs that benefit Louisiana such as engineers etc.

Once again, totally not true. A 28 gets you $1,500/yr (not per semester), a 30 gets you $2,000/yr, and a 33 gets you $2,500/ yr. For a full ride you need a 33 to qualify but I think there are only 20 of these given each year.
Also, a 30 composite is the 95th percentile.
LSU Honors College applicant "recommendations" are a 3.5 GPA with a 30 composite/30 English or a 29 composite/31 English.
