This is an area IMO without easy ethical answers. I am familiar with some volunteers like the professor in the story and I think the intention is good. Saving a life of someone desperate enough to risk death due to exposure is an ethical action in a vacuum. But the problem that is harder for me to wrestle with is does saving the life of a few lead to the death of more in the future? If more people attempt difficult crossings (in the hopes that they can reach a safe house or water supply stop) the good intentions end up causing more deaths on the balance.

I suspect that getting real data to make a policy or enforcement decision would be tough from month to month or year to year as well. If the heat changes the ability of immigrants to reach a depot would change and either more or fewer would die. The health of the people attempting the trip would also alter the likelihood of success. If less healthy people attempt to cross in the hopes of reaching assistance the net result of intervention would again be negative (more lives lost)
