The government is absolutely allowing it. They could have sent the military in day 1 to put this down with force....they didn't.

The local government in Minneapolis has allowed riots for days . Same in NYC, Baltimore, etc...

You're right because China and Russia would have eradicated these left wing nuts well before they even got a chance to speak much less act.
In America we at least give them the right to assemble, speak, and protest. It seems as though some, such as yourself, have extended that right to include murder, robbery, arson, etc.

Some places have already sent the national guard aka military in....I guess we live in Syria now.
My point is mainly that it should have been done on day 1 since we have seen this exact scene before.
