Someone already did.
The Arizona Rattlers are dominant in the Arena Football League and won the championship 3 years in a row from 2012-2014. No current NFL team comes close to their dominance. They are relatively better than almost every, if not every NFL team. They obviously put a better product on the field than the these NFL teams and should be paid more.
Just because they are better relatively, doesn't mean it's a better product or that they should be paid more. Pay has always been tied more to money generated, not success on the field.

A quick look at the official mens and women's US national team website shows that the mens team's average attendance is well over double that of the women's team. In an entertainment industry (which this is), you should be paid according to the audience you draw. Also, add the fact that mens tickets are far more expensive. Like 2-3 times more.

Just pay them a % of revenue. If the women's team doesn't generate much revenue in a year, then pay them accordingly. If they go to the world cup and generate $20M, pay them accordingly.
