Did the calculation for a degree i have. It would roughly take 180 million of stock transactions for me to get the degree.
It would take 72 billion to pay for the current enrollment in the program right now.

well, the proposal is not going to cover room and board, just tuition at public universities

Ignore that part then. Bankruptcy was instituted so that people are not held under the yoke of crippling debt for their entire lives. Some people are incapable of paying their own way out of debt. Just sitting here saying 'they should pay it off' doesn't solve the problem of someone who doesn't have the skills to make enough money to pay off their debt. Should they live under that yoke for their entire lives and have no recourse? That is a far worse than spending a few years in prison in my opinion. The whole situation was created by the government putting their hands into what otherwise would be a normal loan situation: banks loan money to receive interest, at the risk that the loan will default.
Do you disagree with the concept of declaring bankruptcy?

And what happens to those with student loans already? Do they get to repay them all while paying for others to go for free? It would be shitty making a trade, seeing a tuition tax, all while staring at your student loan invoice.

isnt tuition only about 1/3 of total college costs? - most of it is in the "fees" category
the link i sent above said public universities in 2013 collected about 63 billion in tuition

It's not a normal loan situation...if it were treated as such, student loans wouldn't exist, because no bank is loaning money to someone with no income and no credit history for them to spend on something that has no means of recourse. So if you went this route, student loans would only be available to kids who's parents have money/an acceptable income and were willing to sign for the loan.
