If they would just enforce the size limit then it wouldn't be an issue. Plenty of room for everyone to put a properly sized item in the overhead. When they let people on with a carry on that's too big, a big arse backpack, and purse as big as a backpack then the whole boarding system is held up.
Make it zero tolerance at the gate and it won't be a problem on the plane. No body wants to go pick up luggage anymore. Their time is too important and they have to have all of their shite with them on the plane.

I have to wait with colleagues who check bags and I can assure you, I’d be on the way or close to my destination before their bags come out.
I also cab it from the airport and Uber to. Can drivers are plentiful and know where they’re going.
Start checking your bags, you’ll regret it really quick.

From my experience, the bigger airports are faster because they actually have adequate staffing compared to smaller regional airports . Same applies for picking up bags
