I'm impressed with the reasoned debate in this post.

I helped an 18 year old friend of my son into our company's apprentice program. Will be a certified diesel mechanic in 5 years. Just finished his first full year and now will receive full time benefits, pay, and of course all of the schooling and training paid for. Was paid while he trained in house his first year(basically part time at 15.00 hr).
He can choose the field tech route where OT is plentiful and most are earning 6 figures, or the more comfortable shop mechanic and earn 65-75K per year with no college debt and tools/tool box worth 5500.00.
Plus the company will pay for any future college degree program where he can turn his AA into a bachelor degree should he choose to. Which the kid plans to do.
The kid is excelling in the program and my son will be considering the same path.

This should do wonders for their graduation rates.

They didn't lower admissions standards.

Early in my career I had a really nice director that hired me in at $50,000. When I got my first paycheck my salary was $49,600. When I inquired, he said that he put me below $49,800 so I was eligible for a bigger raise at least one year. Company gave higher percentage raises to employees under $49,800.

I just asked because I'm familiar with that program. Wife is a HR Manager for the local CAT dealer in the state.
She told me how much the upper end techs make. I'm in the wrong damn field of work.

I'd imagine a degree from UT would be pretty valuable
depends on the recipient.
The wrong kind of person can absolutely waste it and the right kind of person can succeed without it.
This sounds like something you tell yourself when you get denied acceptance.

Rice announced a similar and more beneficial policy this year to further compete with the Ivies. I think this is UT's response and it seems the money is coming from a separate endowment.
Rice's:
"Beginning in fall 2019 under The Rice Investment, middle-income families with typical assets will receive grant aid to cover full tuition if they earn up to $130,000 per year, and half tuition for families earning between $130,001-$200,000. In addition, students with family incomes below $65,000 will receive grant aid covering not only their full tuition, but also all of their mandatory fees and room and board."
This policy seems to penalize students with high income parents and doesn't take into account whether or not their parents choose to participate in paying their child's tuition.
So of course in an effort to make things "equal" this system is going to unjustly screw some folks over making things unequal again.

Yeah, it's a tough and demanding job, but if you love to mechanic it is a comfortable living.
The new ones can make a decent wage too with no debt. Pretty damn good deal for a young man really.
There is a shortage of mechanics and their worth is growing every year.
