Exactly.
All they do is exploit overregulation inefficiencies. Its a very lucrative industry.
Where there is proft, people will take risks. You cant defeat them because another "cartel" will replace them quickly

Im sure they will. But in order to collect US money they need to keep the border clean.
They can do it more effectively than the Mexican Govt.
