No, but he does frame people for his own political motives. I'm not saying the muslims didn't do it because god knows they like to blow up shite, but like was mentioned above (apartment bombing) Putin has a history of framing bombings.
So...who knows. Probably was Islamic terrorists, but I don't believe anything anymore. Everything is conspiracy on top of conspiracy, and some of its even true.
