A Rottweiler comes on my property it's getting dealt with the same yours. You'll never know about it though. It will just go "missing"

I didn't let him run loose. He stayed in the house most of the time and when he went outside, he never left the property.

I would never wish losing a beloved pet on anyone. I can't imagine how hard that is to have one fatally shot.
If he's killed four dogs, you're not the only one gunning for his arse. I'm not advocating anything, but there are a million different ways to kill his dog and they'll never track it back to you. Google.

1) Certainly, dog owners should keep their dogs under control and off neighbor's property, so you are partially to blame.
2) If this guy really killed four neighborhood dogs, there should be consequences, legal or not. That shite needs to be addressed.
