I want to say that taking an empty shell is legal, but taking a shell with a live conch is illegal. I doubt a tourist like that would be able to find 40 empty shells. 40 shells takes up a ton of space.

I have a large shell collection, but you can do so in a responsible fashion. I have a group of what I've found snorkeling or on the beach. I have another group that I've bought from the estates of shell collectors. You can also get them as they show up in trawling nets.

I try not to get them from divers but I'm sure I have a few.

The also sell spiny lobster at every restaurant, but I will be going to jail if I have more than 6 per person on my boat . Also most of those[conch] come from elsewhere
