I don't see how this adds up. Tuition, fees, dorm, and meals adds up to around $21,600/yr. At this semester's funding, Honors TOPS gives you around $3,500/yr. and even a 33 on the ACT only gets you a merit scholarship of $2,500/yr. (unless you get one of the 20 full rides, i.e. Stamps or Presidential).
With a 33 on the ACT, that's still over $15,000/yr. for LSU - and that score will get you a full ride at some good schools elsewhere.

Thank you. But I'm still confused ( a lifetime condition). So let me ask you this -a 30 act, gpa of 3.5 , in state. What would you roughly expect per semester out of pocket tuition only expense to be with the information we have now?

A 30 gets you $2K/ yr. scholly and $1,750/semester Honors TOPS at today's numbers from what I can see.

Tuition would probably be $600 or lower. If your kids work or they stay at home you're probably looking at pretty modest expenses(relatively).

Not true. There was a time when there was no tops and people still went to college. I went to LSU prior to tops and my classes were full. I don't care if tops does go away. I've made plans to pay for my child's education either way.

TOPS could be pretty well fixed if they removed the bottom tier (the one that requires only a 2.5 GPA and a 20 on the ACT) and means tested the rest.
The more TOPS is cut, the more you're going to see the metric frickton of new apartments that have gone up along Burbank over the past 5-6 years go Section 8.

Those complexes on Ben Hur are going to end up being hot beds of section 8 & crime. Hell, I think the Cottages has already started in that direction.

Yeah I'm calling bullshite on this. I have the highest level of tops and the second highest in state scholarship and my fee bill was around 1,400. Bama is recruiting Louisiana students hard recently, and it is a tough deal to pass up on if you have the grades. They offered a full scholarship and housing stipend. Any national merit finalist gets a full ride and there's some ACT cutoff which gets you the same thing.

30 ACT qualifies for Academic Scholars ($2,000 per year). Also, if you are an alumnus of the main campus, that's another potential scholarship of about $1,000 per year.
Unfortunately, there is no way to know what TOPS will be next year until the state sets the budget for the 17-18 fiscal year. In an ideal scenario, let's just say they set TOPS at $3,500 per semester. That would be approximately $4,500 per semester between TOPS and Academic Scholars award. The Tuition and Fees for full-time students this year was about $5,300 per semester.
So, you'd be looking at a per-semester tuition and fee deficit of about $800.
That's before considering any on-campus housing, meal plans, etc. But that's also before considering other scholarships (both outside and internal) and any financial aid eligibility.

The 1750 was the Spring Semester payment after the state TOPS cuts and was only 41.8% of a normal award. Fully funded, TOPS would have been about $3700 per semester.

With the highest level of TOPS and a scholarship from the university, I went from paying $80 my first semester to $3,000 last semester.

Why? If TOPS gets major cuts to it I would expect LSU's out of state outreach to ramp up quickly.
