Holy shite. I had a 25 the first time I took it as a freshman. Are you telling me you can get essentially a scholarship with only a 20? I know Louisiana public education sucks, but c'mon bros.
Racist ACT scores?

I know of some people who didn't have great ACT scores but still succeeded in college. One of those people are going back and getting a second degree in engineering. ACT scores are no measures of intelligence.
eta: now i see the original point of the OP. Sorry. I think it's really stupid to refuse to raise academic standards because some people can't keep up.
If everyone is held to the same standard, that's not racist.
Holding a particular race to a lower standard than other races is the definition of racist.

Really? 80% of minority students can't achieve an ACT score that is roughly in the 50th percentile?
Yikes.

I made a 31 on mine and whether or not a person does well on an ACT or SAT test matter to me about zero.
The ability of a person to do most jobs has very little to do with either of those tests

This needed to happen a long time ago. The intention of TOPS is a good thing, but in reality, it sends a ton of kids to college that really shouldn't be there.

I think that democratic communities have a natural taste for freedom; left to themselves, they will seek it, cherish it, and view any privation of it with regret. But for equality their passion is ardent, insatiable, incessant, invincible; they call for equality in freedom; and if they cannot obtain that, they still call for equality in slavery. They will endure poverty, servitude, barbarism, but they will not endure aristocracy.

Why don't they just tier TOPS awards??
If you score a 19 -24 on the ACT And still meet the GPA requirement, you can get a full ride to community college, or only receive partial payment to 4 year college.
If you have the score but not the GPA, you receive partial payment to community college or free tuition to a trade or technical.

Isn't it maintained in college by GPA?
So who cares if someone gets a 20 or a 30... if they don't keep the GPA throughout undergrad, they will be paying their way.

ACT scores do not a great college student make.
The ACT doesn't measure the most important factor of college success: dedication.

Actually, the original intent was to give minority/disadvantaged students an incentive to bust their asses to get good enough grades to get into, AND GRADUATE FROM, college.

Exactly. Some people just are not good at taking standardized test. I would not have received tops if 24 was the required minimum. However I graduated with a 3.4 gpa. I knew people that got 32's on the ACT and dropped out of engineering after the second semester.

It is, but based more towards extra scholarships for books and supplies. Or hookers and blow depending on your college experience.
