I hate that this is a factor in scholarship decisions. Just because the books say a kid comes from an upper class household, doesn't mean the family is providing any assistance for their education. I know quite a few folks who got no support from their wealthy families, but were excluded from every major financial aid discussion because of it.

With that being said, the smarter kids are going to see that there are better opportunities outside of Louisiana. New Orleans has only a handful of digital marketing agencies. For comparison, Denver has 15 agencies that all rank higher than New Orleans' highest ranking agency. The opportunities don't really exist in Louisiana in the IT and business field like they do elsewhere. Even one of Baton Rouge's pride and joys, Raising Cane's, packed up and left.


The only way you will keep the talent there is to create payback periods. If you get a TOPS education, you have to work in the state for 5 years, otherwise you are liable to pay it all back within 15.

Why I said very minimal effect, such as a couple hundred dollars for books at the most.

Any other states do this that we can learn from?

Democrats/Liberals.. they wont do what is right or fair, especially when it affects minorities, simply because that is their voter base. Politics isn't about what's better for the people... its about politicians doing what will keep them in office. Liberal mindset has no room for outworking or out performing others, its all about "average".. this only serves to diminish society as a whole. "Why work hard, when I get it anyway...?" It is growing like a cancer.
