Here's an image I just saw that helps to explain why the counter snipers in the video never took a shot and were frantically moving around and taking their eyes out of their scopes. They couldn't see because of a tree. One of the other counter sniper teams took the kill shot on the scum shooter.
Still doesn't explain why he was allowed to get to his spot on top of the building in the first place, but the video of the police snipers was really bothering me as to why they didn't shoot at what they were looking at.
