The shooter may have been one of those radical 2A larpers who say that the 2A exists to protect a “right” of the citizens to use firearms against the tyrannical government.

It is either incompetence of a level that should result in the firing of everyone involved, along with resignation if the head of the USSS, or it was ignored on purpose.
Not sure which situation is better.
