what's this place like?
The little I saw of it was nice as hell, they had a Bugatti dealership conjoined with a McLaren dealership. Shopping area looked like Rodeo Dr.
Pretty shocked it’s in the list but I guess it has its hoods as well.

Pretty much any decent sized city in the South with a large minority population has a high murder rate. Birmingham, Montgomery and Mobile aren't much different in that regard.

shouldn't they run out of people to kill at some point?
Meh. There is always someone else to kill.

You mentioned a bunch of cities that also suck in a state that is one of the only 2 worse in education and in GDP.

Mayors
1. St. Louis - Tishaura Jones (D)
(St. Louis’ mayor shrugged off the sound of bullets flying as she spoke about gun violence on Friday, saying she “didn’t flinch” because she hears “a lullaby of gunshots” on a nightly basis.)
2. Baltimore - Brandon Scott (D)
3. Detroit - Mike Duggan (D)
4. New Orleans - LaToya Cantrell (D)
5. Baton Rouge - Sharon Broome (D)
6. Memphis - Jim Strickland (D)
7. Dayton - Jeff Mims (D)
8. Shreveport - Adrian Perkins (D)
9. West Palm Beach - Keith James (D)
10. Washington, D.C. - Muriel Bowser (D)

Damn. Just damn. NO, BR, and Shreveport all in the top 10 for homicide rate 2021. No other state has more than one city on the list. LA has 3. DAMN.
LINK
That isn't what your link says. Your link is citing numbers from 2019 and earlier. They were probably worse in 2021.

Where are all our left wing ding bats to tell us what we are seeing isn't really what we are seeing?

Not when they mate like wild animals. "They" as in the citizens, not "they" as in... Nevermind.

It's because this place is a dump.
Simple. Even successful people feel the life being sucked out of them throughout these cities.

Shocked Chicago isn’t on that list
You've been reading tOT too long and it skewed your impressions. The funny thing is how many people on here make fun of Chicago murders and live in one of those three cities in Louisiana.

West Palm Beach has some areas on par with the shitiness of North Baton Rouge

Nothing says being in the Top 10 for Murder than wearing anti police slogans.

Baton Rouge is the second Louisiana city on the list and has the fifth-highest murder rate in the United States. Louisiana’s capital city has a total of 83 homicides in 2019, a murder rate of 33.5 per 100,000. Luckily, the city is has seen consecutive years of decreasing murders, down from 87 in 2018 and 106 in 2017.
We got 5th when our homicide rate was 1/2 what it currently is

With the current 170 number from 2021, assuming other places are stable, we easily hit the top spot in that list.

I was hoping Monroe would crack the Top 10 this year. We’ve been working really hard at it, so there’s always next year.
