No, they can't. Halloween or a costume party would be an exception.

Could you take a person seriously, if they walked around in clown shoes?

I work with a lot of recent engineer grads. They all wear pants that stop way above their shoes and skinny ties that don't come near their belt. I'm not sure if it's a gay thing or a young thing.
