In what time frame? Why isn't that included in the OP?
Why do toll projects work in Texas but not in Louisiana?
What location/bridge placement are they using to estimate traffic counts?

Only La can find a way to not use tolls to support road infrastructure. 
Meanwhile, here in DFW all the tollways are in the process of adding a 4th lane. :rotflmao:

You're saying they built a bridge for 100's of millions of dollars for economic development in st francisville?!?
This has to be a joke, right?!?
The time value of that money is worth way more than any "economic development" that bridge will ever bring to Louisiana. !!! .

You forgot the biggest additional expense, a new tax on tolls that diverts 85% of the toll revenue to pet projects of state legislators.
