NOTHING is free. Someone, in this case Tennessee state government (aka Tennessee taxpayers) are paying for the community college tuition costs.

No, we need to get the right kids in college and the right kids in trade schools.
If everyone has a college degree, then a college degree is worthless. Not everyone is equally intelligent or is equally capable of earning a living with his hands. Again, this Michelle Obama crap about "every child needs a college degree" is bullshite. We need to steer kids towards what they are geared to do out of high school instead of just sending them all to college and see who flunks out and who doesn't.

2.5 and a 20 is not difficult nor is it any kind of accomplishment. It is literally not skipping school too often.

I agree with you in theory. The issue is there isnt a flawless way to determine what somebody's true ability is. We could take the German approach to careers. The issue is that everyone should have access to college so long as they meet merit based requirements, even if its later in life.
People change overtime. Plenty of people change their careers 4 to 5 times before they settle. We need a system that determines your strengths by the end of 9th grade. Focuses on them exclusively until graduation. And then offer options to test in certain programs for collegiate/vocational schools.

I'm going to address you and the previous comment regarding state labor participation.
It's not simply a matter of "offering a job in field". In most of Louisiana it's an issue of having enough jobs to hire graduates period. Many places pay low wages and they will be flooded with applicants who have no formal education (vocational or otherwise) and be more willingly to work the hours.
The state economy is an uncontrollable factor. Louisiana simply doesnt have enough jobs to hire even our higher end graduates.

A complete overhaul is needed, not a do away.
Everyone needs to keep in mind:
-the graduates who earn a 2.5 gpa + 20 ACT aren't going to/getting accepted to LSU, ULL, La Tech, Centenary, etc. They're heading to any of the smaller state or comm. colleges.
-the graduates who end up staying in state contribute to the tax pool, so we need them to fill as many in-state schools that we can
Overhaul:
-recipients have to remain in state post-graduation for 5 years.
-if you leave early = repay entire balance
-recipients MUST major in a Business/STEM/CM/Medical field (if you drop/change majors outside of this requirement = repay entire balance)

Students who earn TOPS actually earn the scholarship by putting forth the effort in school, unlike many welfare recipients who are capable of working , but choose not to.

I agree in principle, but with our brain drain & economy this ultimately just results in more college educated people with either no job or dead end jobs and then once the period is over they can't find a job in their field because they haven't been in it for too long. Until you fix the brain drain the only thing that should happen is raising the standards to get TOPS, except for those going to trade school.

It is funny before Tops young adults still went to college.
Some young adults worked while in school, used a GI Bill which they earned by serving in the military, student loans, or grants.
Some young adults were lucky and their parents paid for their education.
Just because Braxton makes C avg grades it does not mean we should pay for his education after high school.
