You’ve got the plate, photo, and hopefully description of the perp. Since he took off it’s now hit and run and they will arrest him eventually. As for insurance, I’m sure driver has none so you will get the joy of covering your own deductible.

If it's in a parking lot on private property you are likely going to be dealing with your own insurance in this matter unfortunately. You might have a civil claim against them if you can get surveillance footage from an adjacent business.
