As far as my untrained legal mind can understand reading the laws (Revised Statutes 32: 46-48), there are a number of ways for these tickets to be challenged, particularly the hiding behind the box while out of a car.
LiDAR can shoot far. So, besides “writing” citations during breaks in school, you can bet he’s hitting people outside the school zone as well.
I’m glad they’re telling that dude to frick off.

Untold numbers of dumb criminal shite going on and this a-hole decides to frick the working man. Literally plant workers, truck drivers, teachers, etc. frick people like Ron Tetzel. A rural Parish's ward constable writing tickets like this is hilariously sad.

How are the tickets issued? A person taking a photo or red light camera. How would a person taking a photo know speed?

I don't even speed at all and I 100% agree with this on my commute.
Speed Traps on I-10 between Nola and BR at 5am and 5pm are only there to collect money. And the fact it's often a blacked out unit from Troop A or B, They know damned well they aren't protecting or serving jack shite.
Traffic cam tickets are even more bullshite and illegal.

100% with you on this. It’s chickenshit that the sign telling you what time the school zone is active is at the point where the school zone starts, with tiny arse letters you can’t read in time to actually slow down.
It’s also chickenshit because not every driver knows when school is in session. Why are we slowing traffic down when nobody is at the school?
They should all have lights.
